Fence company in Nolanville, TX

Nolanville is small, and its published fence guidance is mixed. Here is what the city's own pages say, what is still unclear, and how to settle it before a crew starts.

The city's own pages disagree

The City of Nolanville's Building Permits and Inspections page says a building permit is required for any construction that physically changes or adds structures to the property, and then lists fencing among the projects that do not require one. A little further down, the same page tells residents to apply online for permits including fences. Both statements are on the page. We cannot tell you which one controls, and neither should a contractor who says it is obvious. Ask City Hall for a written answer for your address, and keep it with your paperwork.

The city also lists a fence ordinance on its Ordinances page. The copy we opened is a scanned image with no readable text, so we could not read the height limits, the materials rules or any permit trigger from it. Request a copy from the city, or ask the permit coordinator to read you the height section for your zone.

What the permit form asks about a fence

The city's Universal Project Permit form has a fence section. It asks whether the work is new, a replacement or a repair, what material you propose, and whether the property is a corner lot. The corner-lot question is the useful clue: it suggests staff check street-corner sight lines, though the form does not say what the rule is. The form's front page also says a site plan or plot plan, drawn to scale and showing the proposed location, must be included, and that an address on a septic system needs approval from the Bell County Health District with the application. If your lot has a septic field, tell the pro before they mark the fence line, because fence posts and a drain field can end up in the same part of the yard. The form is emailed to City Hall, per the instructions on its first page.

Timing and inspections

According to the permits page, a building permit expires after 180 days unless construction continues or an extension is granted. Inspections can be requested online, and a request must go in before 4:00 PM to be inspected the next business day. For a fence, that means the crew should have the inspection request ready the day the work is finished, not a week later. Ask whether the pro handles the inspection request and whether it is part of the price. The same page names the city's building official and a permit coordinator, and the city's address is 101 North 5th Street.

Small town, same ground

Nolanville is a smaller city east of Killeen and Harker Heights. Much of the Killeen area sits on clay that moves with the seasons, which is why footing depth and gate-post bracing matter. The Texas Water Development Board's soil sheet describes Houston Black clay, the state soil, as swelling when wet and shrinking when dry, with cracks that can open more than 4 inches wide. Whether your lot has that soil is something a survey or a local pro can tell you. Corner posts and gate posts carry the most load, so ask how they are set.

A short list for the first call

  1. Does the fence need a city permit at my address, and can I get that in writing?
  2. What height applies to my front, side and rear lines under the city's fence ordinance?
  3. Is the lot on a septic system, and where is the field?
  4. Who calls Texas811, and when?
  5. Who requests the inspection, and by what time of day?
