Killeen

Killeen is the largest city in the area, with about 156,000 residents in the 2019-2023 estimates cited by a local realty site. Builders have worked in the Chaparral and Stagecoach areas and along Stan Schlueter Loop, with growth in south Killeen toward SH 195, according to Tex Appeal magazine. Lakeview Park is on the west side near the Leon River.

City rules: fence permits go through MGO Connect. The Building Inspections office is at 100 E Avenue C, Killeen, TX 76541, open Monday to Friday, 8 a.m. to 5 p.m., with general questions at 254-501-7762 and email at buildingpermits@killeentexas.gov, per the city's Building Inspections page and permit sheet. Heights are in the fence checklist.

Harker Heights

Harker Heights adjoins Killeen and is part of the same metro area. It handles fence permits through its Building Official, listed on the city's Building Official page at 305 Millers Crossing, phone 254-953-5647. Summaries of the city's fences and screening code on eCode360 report an 8-foot overall cap, a 4-foot limit inside the 25-foot front setback, and a 5-foot limit on parcels of five acres or more. The local Herald coverage reported the council's 2020 amendment allowing taller side and rear fences by right. Because we could not open the code text directly, treat these as pointers and confirm with the Building Official.

Copperas Cove

Copperas Cove publishes a one-page fences and accessory structures guide. It cites Chapter 20, Section 20-3-5(d)(2) of the city code, a 6-foot maximum height with listed exceptions, and a 36-inch limit with 50 percent transparency in front and exterior side yards. No fence may stand in a clear visibility triangle, and none may sit in a dedicated drainage easement that holds a drainage channel. Drawings must show property lines, linear feet and fence placement. The guide points to MGO Connect for applications, so Copperas Cove and Killeen use the same permit software, though they are separate cities with separate rules.

Nolanville

Nolanville is a smaller city east of Killeen and Harker Heights. Its Building Permits and Inspections page is not consistent on fences: one list says fencing is among projects that do not require permits, while another section says to apply online for permits including fences. The city's universal permit form also has a fence section that asks about material, corner-lot status and valuation. City Hall is at 101 North 5th Street, phone 254-698-6335. Ask the permit coordinator what applies to your address before you build.

Outer Bell County

Outlying areas such as White Rock Estates and River Ridge Ranch are described by a local realty site as larger-lot neighborhoods. A county rules summary says unincorporated Bell County generally has no city fence permit (summary), but deed restrictions and utility easements still apply, and Texas811 still has to be called.

Fort Hood

The Army restored the Fort Hood name in 2025 after the 2023 change to Fort Cavazos, per KWBU. This site covers homes in the surrounding cities. If your home is off post, the city that contains your lot sets the fence rules.

Town guides

Each of these pages covers one city's published fence rules and local conditions: Harker Heights, Copperas Cove, Nolanville and Temple. For acreage outside any city, see the ranch fence page; for open metal styles, see wrought iron and ornamental.

Temple

Temple is farther north in Bell County and has its own permit office and its own one-page fence guide. Rules there differ from Killeen's, so a Killeen quote does not carry over. See the Temple page above for the front-yard limits and materials list.

Which city am I in?

A mailing address that says Killeen does not always mean the property is inside Killeen's city limits. Check your tax or utility bill, or ask the pro to confirm the jurisdiction before the permit step. The installation page walks through what happens after that, and the cost guide shows what the Killeen fee looks like.

Questions we hear, by city

  • Killeen: "Is my corner lot a problem?" See the 35-foot visibility triangle and the installation page.
  • Harker Heights: "Can I put a privacy fence in the front?" Summaries of the code say fences and gates in the 25-foot front setback are limited to 4 feet and to chain-link, wrought iron or similar semitransparent materials.
  • Copperas Cove: "Why can't I see through my neighbor's front fence?" The city requires 50 percent transparency for fences in front and exterior side yards.
  • Nolanville: "Do I need a permit?" The city's own page gives mixed signals, so ask before you build.

Finding your plat

Recorded subdivision plats show lot lines and easements. According to TexasFile, the Bell County Clerk holds the county's plat records. Your closing paperwork usually includes a survey too. Having either in hand when you call a pro saves a visit.
